The patches are still relevant since they apply to the versions of msp430-libc and msp430mcu that are to be used when building the LTS-20120406 version of mspgcc.
Each mspgcc release including LTS-20120406 specifies the versions of all subordinate packages that comprise it. Mixing version across mspgcc releases is not recommended as it produces a combination that has not been validated and may have incompatible interface changes. In particular, the 20120716 versions of msp430-libc and msp430mcu include 20-bit aware material that may not be recognized or processed correctly by the earlier versions of mspgcc.
