It allows you to take an on-premise server (and services/apps, etc.), create
an image, push the image to Azure, spin up the VM, and you have, almost
instantly, the exact same thing you had running on-premise.

Only a certain level of compute, network and storage is allowed per month
"FREE". Like John said, if you leave it running, you quickly use your
allocation. In fact, I used my entire allocation the weekend I setup
ConfigMgr2012 in Azure.

There are powershell scripts you can use to kill your sessions and export
the vm's you've created, but I don't see that as practical unless you are on
a very faster internet connection...
