Jerry is right, there are 3 different types of import, and Mike, you had to 
have been connected to the provider of a primary in a hierarchy where you have 
a CAS .  In your screen shot, notice how the top two options are greyed out? 
And the warning at the top about importing classes only at a CAS?  

Classes only=at a CAS, import the rules but not what is true Everything is 
false.
Settings only=can be done at CAS or a primary, and assumes the classes are 
already there / defined
Classes and settings= only at a CAS, both the rules definitions and the 
true/false.

Most of the time, I use classes         and settings, but when I'm copying the 
true/false only from a lab to production, I've used settings only.  But 
actually, for me that's rare, used it twice I think, and once was just to 
confirm it worked like I thought it worked, LOL.

Fyi... yet another reason to not have a CAS unless you really, really can't     
avoid it.
