This is really odd. I proved through running procmon.exe that that IIS and SMSEXEC.EXE were contending for files and folders in C:\SMS\CCM\Incoming.
I removed the MP, removed IIS, re-added both and it seems to have fixed it. This server is dedicated as an MP. I am watching PROCMON roll with a focus on C:\SMS\CCM and I still see file lock contention and "PATH NOT FOUND," but most are "SUCCESS" now. This is the second time this has happened in the 7 months under SCCM 2012. I moved the MP to another server last time, which had clients searching for their MP, etc. I have 25000 clients.
