yeah that is what we thoughh as well, but if we just do a copy paste from a w2k8 server to ta w2k3 server, things seem to copy as expected. But when we have package manager sending lots of packages to lots of dps you can visibly see the copy time increase, and watching performance/network monitoring shows the slow down. Pausing package transfer manager allows the throughput to to dramatically increase. So are you using W2k3 servers as DP's and if so how many packaes did you deploy out to them and how long did it take?
