And I found the answer. Click on the deployment under the baseline item and create collection is an option. That's pretty easy. :)

You could have a compliance setting in place, if a machine isn't compliant...systematically drop the machine in a collection that has the advertisement if SCEP isn't found...reinstall SCEP. Tried everything in test lab but once I uninstall SCEP manually from client side, it will not trigger reinstall. It would be nice if some kind of lockdown is available for SCEP, so users can't uninstall it.
