There are no SP1 bits only, only the full install ISO that installs SCCM 2012 SP1. When mounted on a server that already has SCCM 2012 RTM installed the only option in the setup wizard is to upgrade, when mounted on a server that does not have any SCCM 2012 installed you can install and end up at SP1. You have to get the whole ISO.
