FWIW, I use Virtual PC on "shared" Win7 boxes in remote offices to make sure PXE/WDS is working on Configuration Manager DP's in that particular offices, so I think it should work.

You don't; it wasn't meant to be rolled out. It is a one-off solution for home users and small businesses. If you need to roll out XP virtual machines -- God help you first because virtual or physical, April 2014 is end of life. The real answer though is that you should be using Med-V instead.
