I've done this in the home lab a few times.

a) always, always pick a new site code.  

b) I make it easy on myself and in my lab, the CM server is NOT the domain 
controller for that lab.
c) again... it's a lab.  my CM server is virtual.  I power down the one I'm 
decommissioning and spin up a new one, new server image, install everything 
from scratch.  Wipe out the AD container of the old site codes' stuff.
d) once the new cm server is up, deploy the client with 
RESETKEYINFORMATION=TRUE (not sure if that's needed anymore... it was in cm07) 
presuming boundaries are there and grouped and published... and done.

e) if i thought about it and cared enough (depended why I was rebuilding the 
lab) I may or may not have exported settings from the old environment, to 
import into the new.

If you didn’t care about historical data, don’t want to use the backup to 
migrate to a new server etc. 
 
How would you go about rebuilding or starting over?  
 
ccmsetup.exe /uninstall and start over?
