I just tested in my lab. The first app ran correctly, but the status now is
"Waiting for restart before completing changes".  It's been two hours now
with no reboots, even though my client settings are set to wait 90 minutes
for a reboot.

After the computer restarts, the application finishes installing 5-10
minutes later. The problem is I have to manually restart the computer to
continue with the install.

I've got SP1 in the lab, no CUs installed.
