And this is why your site server has a contentlib folder, even when it is not a 
dp. Or your CAS heaven forbid you should have one of those.

Before. All content is placed in the contentlib and only necessary content is 
actually replicated to the contentlib of the destination DP. That's straight 
from Wally based on a similar question I asked last year.

Does data deduplication happen before or after data is transferred between 
servers in ConfigMgr 2012?

I'm specifically thinking of our driver packages and all the overlapping 
drivers going over the WAN to the DPs. We are prestaging content to snail mail 
to the slow sites, but our OSD team has been slow at getting our drivers 
imported.
