Check your BITS logs on a client not downloading. Theres a powershell cmdlet to 
see or the old command I think was bitsadmin.exe /listall /verbose.

I don't think so. I saw no activity from our AV software when the downloads 
were completed on the client side.

We're using Endpoint Protection 2012.

Could your antivirus be scanning the files just downloaded to the cache when 
ConfigMgr tries to move them?

won't budge. The only solution that we have found so far is to manually delete 
the content inside ccmcache.
