No, it is not. As the article eludes to, the DP can support how many ever 
clients it can based upon hardware and network factors.

In the article “Supported Configurations for Configuration Manager” 
http://technet.microsoft.com/en-us/library/gg682077 it is stated the a 
Distribution Point supports up to 4,000 Clients and that “The number of clients 
that one distribution point can support depends on the speed of the network, 
the disk performance of the distribution point computer, and the application or 
package size”.

Is the 4,000 clients a hard cap, as in the 4,001 Client will be rejected or 
given sufficient network and disk IO can more clients be supported per 
Distribution Point?
