When you run the script do you see any access denied messages etc? What specific version are you running? Do you have any collection scopes setup or are you full admin? If you create a brand new collection with 0 members and click the checkbox for incremental updates and run the script what happens? Also are you running the script exactly how it is in the zip file or did you modify it at all?

I tried the script on Greg Ramsey's blog that you link to as well. It only lists out the device collections not the user colletions.
