My test account and the help desk group shows up there.

The roles I added for the help desk and my test account is Application 
Deployment Manager, Read-Only Analyst, Remote Tools Operator

I have added my test account to most of the groups accept full admin and I 
still cannot see all devices (workstations) that the full admin account can see.

This is the security scopes

I am sure I completely missed something

I came across an interesting thing today.

When I log into our SCCM server and launch the console I am able to find all 
new machines that have synched with AD.

When I log into the console with a test account that is part of a limited 
security group and I search for the same machine I get no data.

I working with the Security Scopes, but I must be missing something that is not 
allowing these accounts to see new devices.

The accounts can see older devices, but a machine I put on the network 3 weeks 
ago, does not show up, but logging in with the CM Admin account (which has full 
admin rights) sees the machine.

I Know it is a security group issue, just cannot seem to narrow it down.
