Try ipconfig to see if it has an IP. Had an issue when provisioning guests on Hyper-V where the integration services of the OS provisioned didn't match the host. This caused the network connection delay that prevented it from getting an IP. So I had to throw in ipconfig/renew's in the TS until the latest IS was installed. WinPE 4.0 was fine since it uses the latest integration services for Hyper-V 3... May not be the same issue but wanted to share.
