I found the article nothing to do with configuration.mof, but sort of looks like the same thing.

We have tons and tons of edits in configuration.mof, I know if after the restore new clients didn't get their WMI classes created so we can report on them, people would freak out. Thank you. From what we've been told, the only significant thing is the DB and the site restore process only uses the DB regardless of how the DB was backed up. Thus, even if you are using the built-in backup maintenance task, only the DB is used and the rest is ignored. Given that the configuration.mof file is not in the DB, it's ignored and the default is rebuilt, re-extracted, or something similar.
