I've used a combination of a tool called Registry Workshop that allows you to 
copy/paste the GPO settings by editing .pol files similar to regedit and by 
manually merging the non-adm/admx settings via the associated files located in 
the central store.

If you are interested in more information or have questions, feel free to send 
me an email.  Depending on how many GPO's you have, and how many settings, this 
can be a big time saver.

Is there not an easy way to take the settings from many GPO's and put them into 
a single GPO? The import option replaces the current settings rather than 
merging them.
