yes,you can do remote control ,Remote Assistance on Work group Computers.

I’m trying to determine if SCCM 2013 Remote Control is supported on non-domain 
joined computers?  And then in addition to that if it is supported for 
non-domain joined Windows Embedded OS’s. 
http://technet.microsoft.com/en-us/library/gg682077.aspx#BKMK_SupConfigClientOS 
states that all features are supported except power management for Windows 
Embedded OS when using SCCM 2012 SP1.  But what about for computers that aren’t 
members of the domain? I’ve read elsewhere that the remote control client is
