Thanks for the pointer.  The reason would be that this system has never 
generated a DDR so that isn't in Control Panel.  I knew that this was a brain 
failure!

Generally that happens because of a client that isn't installed or corrupt WMI. 
I'd install/reinstall the client on that machine.
Can you do the DDR through control panel on the same machine you get the error?
