You are paying for additional capability though - just like you would if purchased a third-party product. There is no actual MDM in ConfigMgr proper (the only thing they've ever supported was WinCE/WinMo 5/6 and Symbian). So, expecting them to just give you something extra is a bad expectation on your part. Also, as I pointed out and Rob provided details for, the switch to per user licensing should soften the impact.
