I get this when I add SSRS using a PS cmdlet. Although the password (encrypted) is accepted, somehow it isn't working (there are issues with other cmdlets also).
What I do is to re-enter the account (using "new account") in the role, but provide the same account and passwords. Then you have to wait. In the ssrs.log, it says "setting security at xx:xx:xx". Once it did that it actually worked. Also if the reporting account doesn't show up as a sql-login, it also doesn't work.
