Yeah, I guess that was my point. Hooking into ConfigMgr is doable, but will require a lot of additional coding. You'll probably want to point the application developers to the ConfigMgr Software Development Kit (SDK). Most functions in ConfigMgr can be automated using the WMI provider, with a subset of the functionality being available through the PowerShell module. Between these two interfaces, they should be able to do things like:
1) Create new Collections 2) Add computers to Collections (via direct membership or query modification) 3) Create Deployments for Applications, Packages, Task Sequences, or Software Update Groups to Collections 4) Execute and deliver reports through SQL Server Reporting Services (SSRS) 5) Etc. The sky is the limit, as long as they have the appropriate resources assigned to the development of such a tool. This is a question with a very deep and complicated response.
