On a client, sorry if that wasn't clear. Don't forget the SCCM client sets this registry key via local group policy when the client is installed. (gpedit.msc)

Clients pick up policy for everything but not the WSUS server they are supposed to use. The WSUS agent is partially configured, as "managed by your administrator" in "windows update", but it is not picking up the server. There is nothing in: root\ccm\softwareupdates\wuahandler, therefor not in the wsus registry hence the agent doesn't know where to scan against.
