That depends upon the device and/or how it was enrolled. To manage iOS, RT, and Android, you must integrate Intune into ConfigMgr, so clearly the answer is yes if you are talking about one these device types otherwise you can't manage these device types at all.
Win 8.1 devices can be managed via Intune integration or natively by ConfigMgr so it depends upon how you are managing them.
