In my case it was MTU issues on switches that was the problem. I’ve been banging my head on the wall with these 2 2003 R2 servers for 2 days.. It’s looking like I may have to open a case with Microsoft .. which is no fun at all.. Thanks Dwayne. I've checked Bits and IIS, I've deleted all old SMSPkg shares as well before re-adding the DP role to the server.. I've also ran a SQL query's Delete From pkgserver Where NALpath Like '%DPname%' .. I did that for pkgstatus, contentdpmap and DPinfo. I still get same error .

I installed the DP Role, added to our correct boundary group, DP groups ect.. all the same steps I've taken on all our other DP's, but this one just won't see the Drives, I will say that I've deleted the content, removed it from its dp groups, and then removed the DP from SCCM (2012 R2) , then rebooted the DP server, waited over 1 hour and re-added the Role.. I've done this twice and get the same results. "Failed to find an available disk drive on the distribution Point".. error.. I've got a C: D: and E: NTFS volume with E, being our content primary with over 931 GB of available space.
