Software Center as available, but not required.

  It is my understanding that software understanding that SW will appear in the 
Application Catalog, where a user can choose to install them.  Then this 
software will show up in Software Center.

  Is there anyway to allow Software to appear in Software Center, and be 
targeted at the user, but not use the Application Catalog?
