How else would the system know to uninstall the app? I'm not sure what else you would expect here - not criticizing, just trying to figure out where you are going or what your requirement is.

Given that if the deployment type of 'Required' is selected, SCCM will check by default for the presence of an app on a weekly basis and attempt re-install if not found. Is the consensus to move a user/collection from an install collection to an uninstall collection? I don't know why, but this seems very reminiscent of 2007 to me. The client is concerned that it would be difficult to keep track of moving computers around like this, which I agree with.
