That's what was tested, and therefore officially supported. But there's no reason it won't work - I'm guessing you could still upgrade from BDD 2007 :)
But you would want to be cautious about it - make sure your task sequences work fine after the upgrade. Worst case, you might need to recreate them on the new release (not necessarily a bad thing, as you then pick up new features too).
