OK, I might have figured out the problem.  A little egg on my face here, I 
probably should have checked this earlier.  I deployed the updates to a 
collection which had a query rule set up based on group membership.  For some 
reason, the collection had not been updating as new members were added to the 
group even though the schedule said to update once a day.  I manually updated 
the collection and suddenly the machines that should be in that collection 
magically appeared.  So, I’m betting now, IE9 magically appears.

I had a similar issue deploying IE9 via Software Updates (CM2012). I ended up 
opening a support case with MS and after a month of troubleshooting the issue 
it turned out be a problem with a specific Canon print driver (CPC10QW1.EXE in 
our case). The driver was interfering\disrupting the software update detection 
method for Internet Explorer 9 (Article: 982861).

After installing the following hotfix (http://support.microsoft.com/kb/2522422) 
the software update agent correctly detected that IE9 was missing and we were 
able to successfully deploy IE9. The other less elegant option was to simply 
delete the file from the computer 
(C:\Windows\System32\spool\drivers\x64\3\CPC10*.EXE) and wait for the next 
Software Update Evaluation Cycle \ Software Update Deployment Cycle to occur.

I know it’s a bit of a long shot that you are experiencing this same issue but 
I figured I should at least throw it out there for you. Good luck!

Thanks.  I think the language pack is in my deployment.  I took a Windows 7 
fresh install, had it scan and install updates, and it got IE9 with no issues, 
so that tells me the prereqs and language pack is out there and deployed 
properly.  I’m starting to wonder if there is an issue with that specific 
client, they only let me send it to three machines to test, one already had IE9 
and the other the user is out of the office and no one wants to reboot it… So…

IE9 requires a language support pack before it can be installed. Make sure you 
approved and add the language pack to the update deployment for IE9 as well.

this?  Is there a better way to handle this I’m not thinking of?
