A quick google search on the file name rulechg.rta shows it's associated with 
SWM activities.

Hi all,

  I'm trying to determine what Special files exist in SCCM which tell the site 
server and its components to complete various actions.  I've found this great 
post on the topic, but have found some additional weird files that I'm not 
certain about.  For instance, in the policyprv folder, what is the function of 
a RTa or RT4 file?
