I would go VERY slowly as you increase that active rule count! I've seen VERY few places that were ever successful with that many... server perf issues; db bloat; etc, etc.. there are a lot of variables in this due to many factors, like the # of instances of a given app (is a given app running on 100 clients? 1,000, 5,000? Drives the sheer volume of data returned depending on the answers)
