First, there's no reason ConfigMgr can't manage systems not on a domain and fully delegate administration to them.
As for the differences, the major missing piece for Intune is OSD. It is also a lot lighter in every feature set and not very flexible -- it does what it does and that's it. It's all in the cloud also so all content downloads will come from the cloud.
