The default setting for policy retrieval is 60 minutes.  The entry you are
seeing in execmgr.log indicates the client does not have any policy yet.
If it has not been 60 minutes, you can wait a bit longer.  Or from the
ConfigMgr applet in control panel on the PC, run the Machine Policy
Retrieval action.  That will force it to get the policy.

You may still have an issue with boundaries - if you can send some
screenshots of how boundaries and boundary groups are configured, that will
help with providing more insight.
