I had this same issue. ~8 updates weren’t being applied, even though I had a second updates scan cycle running after restart. I’ll try this PS command before the second updates step. Thanks!

So I am doing a build and capture, and all goes fine. It installs like ~150 updates to Windows 7 and captures. But when I deploy using that base image, it finds 17 more updates are applicable. In my build and capture, I even do the "apply software updates" line 3 times, with restarts in between. But on the 2nd and 3rd time, it doesn't find any applicable updates. But when I deploy, it always finds more. It should be the same basic step. So I'm wondering if the capture sequence somehow forces updates, or shows them as not installed or something like that? Other updates in the same deployment, and in the same update package get applied just fine. What am I missing here? (FYI, I am excluding the "double-restart" updates from both the B&C and the deploy TS's) Anyway, it's not a huge deal one way or the other, but I was just hoping to get my capture image as clean as possible, so that I don't have to keep old updates at the various distribution points.
