Did the task sequence complete successfully?  You are probably stuck in 
provisioning mode.

In the registry go here:
HKLM\SOFTWARE\Microsoft\CCM\CCMExec

If ProvisioningMode is set to true your task sequence is probably erroring out. 
You will also see some items under SystemTaskExclusion as well.  In a good 
image deployment it will say false under ProvisioningMode. If you change the 
registry to what the values will be after a good image will force the client to 
starting working like you attended to.

I just imaged a PC and I only see the following actions available in the 
Actions tab:

Application Deployment Evaluation Cycle
Machine Policy Retrieval & Evaluation Cycle
Software Updates Deployment and Evaluation Cycle
Software Updates Scan Cycle
User Policy Retrieval and Evaluation Cycle

How can I expedite the process for the SCCM client to download all the 
policies? How do I tell for sure the client is fully installed/configured 
properly?

This typically is the case right after an image completes.  The SCCM agent was 
in provisioning mode during the task sequence, so there was no policies 
downloaded.  Now that the TS finished, the agent is just starting to get 
policies, including the policy that will configure the Silverlight settings.

No, the Silverlight Reg keys are 0, not 1.

Why wouldn't these be set correctly? Using SCCM/MDT Integrated TS to install 
the SCCM client using default settings.

Can you confirm that the client has finished downloading policies?  Also, check 
the Silverlight registry keys

1.1.  Navigate to the key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Silverlight

I have an issue with the Application Catalog on machines that have just been 
imaged. PCs in my environment that already have the client installed are not 
impacted.

I can browse to the Application Catalog portal just fine, however, when I go to 
install any software I get the following error,

"Cannot install or request software. You can browse the list of software in the 
Application Catalog and view your software requests. However, to install or 
request applications from the Application Catalog, the Configuration Manager 
client must be correctly configured on your computer and you must use a browser 
that is compatible with the Application Catalog. For more information, contact 
your helpdesk."

Has anyone ran into this?
