Why? You'd have to talk to Microsoft about that. I think they could have
made it easier to put Packages in the application catalog and given us more
options, but they chose not to.

Why aren't you using an application object for Office?  I haven't found
many reasons to use packages outside of OSD. Almost everything can be made
into an application.
