Quick update.
The issue was not as thought previously. The error appears when any package in 
the TS has a "local drive" as the package source.

Must be some kind of bug, I'm just creating new packages without source files 
running full path command lines and these work.

Who knew.

Created a new blank TS, copied in the components and tested. Failed.
Removed lumps of the TS and tracked it down to a MDT package (of which there 
were two with the same name), one with a DP, one without. I was referencing the 
one without, but this was masked in the report because if the duplicate package 
name.

Still no idea why it happened but there it is.

packages for specific task sequence and can also create hyperlink report what 
packages having trouble to install.
