Business hours? No. Because theoretically, you are moving to more user-centric computing, and this is one way to give some level of control to your end users; of course it all depends on how you deploy things; you could deploy things in a manner that the end user has no desire to try to leverage business hours.
Remember, Business Hours is NOT Maintenance Windows. You (the admin) still set Maintenance Windows (or Service windows, whatever you want to call them).
