Look at ccmmessaging.log. This will let you know if you client is able to hit 
you Internet facing MP to receive policy etc. I would start here.

We have recently set up IBCM and having problems deploying software programs to 
internet clients.  Checked, re-checked, and more all our settings and all looks 
correct.  Have found log files to tell us the certificates are working; but 
haven't found a log file that specifically traces the path of a program 
deployment.  Ideas?
