The file exists means it should work. I think it just having difficulty understanding what it needs to do. Verify that the systems can resolve %ProgramFiles%\Microsoft Security Client\msseces.exe. I have never used a variable on the detection rule. I usually use the complete path and then set the OS requirement. That has worked for me.
