I don’t have a complete solution; but in here would be “part 1” of your solution (I think):
http://www.mnscug.org/blogs/sherry-kissinger/249-pstfinder part1 would be the first script, where you have clients’ create a custom WMI namespace, and then open up that custom wmi namespace to YourDomain\Domain Users, so that… When you have a script that you run right now as the logged in user that reads that windows theme information for that logged in user, you can shove that result into custom wmi namespace--because the current user has the rights to do that now. and then you can inventory/pull that out.
