[mssms] Intel AMT SCS Self signed Cert

I'm trying to figure out how to set up a cert for a standalone (non-Enterprise) 
CA.  Every how-to I see talks about templates and you can't do that without the 
Enterprise CA.  Anyone set it up like this before?
