I'm quite easily able to move an object using Move-ADObject and to a targetpath 
with a & without an error. This is using my DC running PS v2.0

If I attempt to use "&" I get the error you have stated.

None of the probably helps you but I say it because you should be able to run 
this without attempting any escaping.
