are you sure that,there are no errors from locationservices.log,clientlocation.log ? if all looks fine on the client side,next is to check on the server side why it is not registered.check MP_RegistrationManager.log for the client registry.if the log overwrites ,you can try to Re-register the client using the tool http://sccmcat.codeplex.com/ and monitor the MP_RegistrationManager.log .
