Two things come to mind.
1. Any chance this is standalone media? If so, you need to enable the software distribution agent<http://technet.microsoft.com/en-us/library/hh499044.aspx>. 2. Are these known or unknown records you deploy to? If they are known, are these packages/programs already being deployed to them? I have seen issues during migrations if the record already has a deployment for that specific package/program. Removing the existing deployment allowed the package/program to install during the TS.
