Problem solved! Hyper-V was the culprit! Apperently there is a feature in
Hyper-V that makes you switch between "Basic Session" and "Enhanced
Session" (the rightmost Icon in the menybar). Somehow this had been
activated in my session and when in "Enhanced Session" it did not show the
progress bar but only a logon screen instead. "Enhanced Session" is only
supported by Windows 8.1 and Windows 2012 R2 which is the reason I did not
see anything on my Windows 7 Build.

Even if its Friday the 13:th I learned something new today :D
