I have some guides to setting up WOL on clients:

Part two has some CIs to help set client settings, like how long the
computer will wait before going back to sleep after waking it.

To wake them up, you could create a package that does nothing (or maybe
triggers a full scan?) and have it run every day before the time you want a
full scan run. Check the box to send a WOL packet before running the
package and you're all set.

To make a package do nothing, just have it run cmd /c with no content.
