Well, forgetting about the fact that Server2003 has been out of support for a while... I'd uninstall/reinstall the client (and you didn't say what version of cm you are using) and watch the ccmsetup.log and/or the msi .log; see if it fails there. that will help you find what exactly it's failing on.
Otherwise--the right answer is to replace that server with a server running a supported OS.
