Had the same problem. Didn't matter what I did, to decrypt/re-encrypt it, it took a format to get to work again.

We've released two updates for Windows 10 1607 so far, KB3176929 and KB3176495. The second one, KB3176495, superseded the first one. We've heard several reports that the first one, KB3176929, hangs the MDT update (ZTIWindowsUpdate.wsf). However, the part I'm not sure about is whether the second one, KB3176495, does the same. We're just trying to narrow down the problem - is it all updates, or was it just that first one. I'll test this out myself sometime today, had some other interesting Windows 10 1607 updating issues yesterday and today that got in the way.
